The authors were involved in developing an ethical framework to assist the Queens Region Board (Prince Edward Island, Canada) set priorities in health and health care. Two and one half years after the adoption of this framework, the authors undertook an evaluation of the framework. This paper will discuss: a) the historical background of regionalization in Canada, and in particular the circumstances leading up to the institution of regional boards in Prince Edward Island; b) the sorts of ethical issues facing (...) the Queens Regional Board; c) issues arising in connection with the use and development of ethics frameworks for managing ethical issues in priority setting; d) the framework adopted by the Queens Board and the process that led to its development; e) issues arising as concerns implementation of the framework; f) questions and issues pertinent to other boards and bodies considering similar initiatives. What might we learn if the study of ethics focused less on hard cases and more on the practices of everyday life? In response to Michael Williams, it is argued that these issues are importantly independent of philosophy of language or mind, and that my own take on them does not commit me to any absurd radical foundationalism on language or mind. My own take is in line with Descartes' two-level epistemology of cognitio and scientia, a bifurcation that protects him from vicious circularity, and is adaptable for an epistemology naturalized, whether in the way of Quine, or Moore, or Davidson. This article uses the example of public sector outsourcing to explore how elite power can be fallible. A contract between the state and private companies represents a complex interweaving of different kinds of power with uncertain outcomes: the experience of outsourcing in the UK and elsewhere is that it frequently goes wrong, with fiascos creating political embarrassment for states and financial problems for companies. Drawing on Deleuze and Guattari, the article explores how the contract is a political device that can (...) be both tool and weapon but which has uncertain outcomes. In doing so, it makes a distinctive contribution by arguing that elite work is often about repair and managing the political or financial consequences of failure. (shrink)

Inspired by the work of Wilfrid Sellars, Michael Williams launches an all-out attack on what he calls "phenomenalism," the idea that our knowledge of the world rests on a perceptual or experiential foundation.

The Analysis of Matter is perhaps best known for marking Russell's rejection of phenomenalism and his development of a variety of Lockean representationalism–-Russell's causal theory of perception. This occupies Part 2 of the work. Part 1, which is certainly less well known, contains many observations on twentieth-century physics. Unfortunately, Russell's discussion of relativity and the foundations of physical geometry is carried out in apparent ignorance of Reichenbach's and Carnap's investigations in the same period. The issue of conventionalism in its then (...) contemporary form is simply not discussed. The only writers of the period who appear to have had any influence on Russell's conception of the philosophical issues raised by relativity were Whitehead and Eddington. Even the work of A. A. Robb fails to receive any extended discussion;1 although Robb's causal theory is certainly relevant to many of Russell's concerns, especially those voiced in Part 3, regarding the construction of points and the topology of space-time. In the case of quantum mechanics, the idiosyncrasy of Russell's selection of topics is more understandable, since the Heisenberg and Schrödinger theories were only just discovered. Nevertheless, it seems bizarre to a contemporary reader that Russell should have given such emphasis2 to G. N. Lewis's suggestion that an atom emits light only when there is another atom to receive it–-a suggestion reminiscent of Leibniz, and one to which Russell frequently returns. In short, the philosophical problems of modern physics with which Russell deals seem remote from the perspective of post-positivist philosophy of physics. (shrink)

The point of this wider-than-normal usage of the term "phenomenalism," according to which even some forms of direct realism deserve to be called phenomenalistic, is to call attention to important continuities of thought between theories often thought to be competitors. Williams's target is not phenomenalism in its (...) classical sense-datum and reductionist form but empiricism generally. Williams examines and rejects the idea that, unless our beliefs are answerable to a "given" element in experience, objective knowledge will be impossible. Groundless Belief was first published in 1977. This second edition contains a new afterword in which Williams places his arguments in the context of some current discussions of coherentism versus the Myth of the Given and explains their relation to subsequent developments in his own epistemological views. On the standard reading of On Certainty, Wittgenstein’s fundamental idea is that primitive certainty is categorially distinct from knowledge. Since primitive certainties shape our understanding of doubt or justification, our relation to such certainties is necessarily non-epistemic: they cannot be things we know. This ‘Wittgensteinian’ perspective on knowledge and certainty has come to be known as “hinge epistemology, after one of Wittgenstein’s striking metaphors: “The questions that we raise and our doubts depend on the fact that some propositions are not (...) doubted, are as it were like hinges on which those turn.” Wittgenstein is not a hinge epistemologist. Far from being arational commitments, basic certainties are basic knowledge, on an “infallibilist” conception of knowledge. To see how these ideas can be made to work, we must recognize that knowledge and doubt are deeply circumstance-dependent. (shrink)

Machine learning algorithms pervade contemporary society. They are integral to social institutions, inform processes of governance, and animate the mundane technologies of daily life. Consistently, the outcomes of machine learning reflect, reproduce, and amplify structural inequalities. The field of fair machine learning has emerged in response, developing mathematical techniques that increase fairness based on anti-classification, classification parity, and calibration standards. In practice, these computational correctives invariably fall short, operating from an algorithmic idealism that does not, and cannot, address systemic, Intersectional (...) stratifications. Taking present fair machine learning methods as our point of departure, we suggest instead the notion and practice of algorithmic reparation. Rooted in theories of Intersectionality, reparative algorithms name, unmask, and undo allocative and representational harms as they materialize in sociotechnical form. We propose algorithmic reparation as a foundation for building, evaluating, adjusting, and when necessary, omitting and eradicating machine learning systems. (shrink)

In Unnatural Doubts, Michael Williams constructs a masterly polemic against the very idea of epistemology, as traditionally conceived.

Most anyone interested in such topics as creation mythology, Jungian theory, or the idea of "secret teachings" in ancient Judaism and Christianity has found "gnosticism" compelling. Yet the term "gnosticism," which often connotes a single rebellious movement against the prevailing religions of late antiquity, gives the false impression of a monolithic religious phenomenon. Here Michael Williams challenges the validity of the widely invoked category of ancient "gnosticism" and the ways it has been described. Presenting such famous writings and movements (...) as the Apocryphon of John and Valentinian Christianity, Williams uncovers the similarities and differences among some major traditions widely categorized as gnostic. He provides an eloquent, systematic argument for a more accurate way to discuss these interpretive approaches.The modern construct "gnosticism" is not justified by any ancient self-definition, and many of the most commonly cited religious features that supposedly define gnosticism phenomenologically turn out to be questionable. Exploring the sample sets of "gnostic" teachings, Williams refutes generalizations concerning asceticism and libertinism, attitudes toward the body and the created world, and alleged features of protest, parasitism, and elitism. He sketches a fresh model for understanding ancient innovations on more "mainstream" Judaism and Christianity, a model that is informed by modern research on dynamics in new religious movements and is freed from the false stereotypes from which the category "gnosticism" has been constructed. PYRRHONIAN SCEPTICISM, as presented in the writings of Sextus Empiricus, differs in various ways from the forms of scepticism that continue to be of such central concern to modern philosophers. Two differences stand out immediately. One is Pyrrhonism's practical orientation. For Sextus, scepticism is a way of life in which suspension of judgment leads to the peace of mind the sceptic identifies with happiness. The other is the puzzling failure on the part of the Pyrrhonists, along with all other ancient (...) sceptics, to formulate the sceptical problem that many modern and contemporary philosophers regard as fundamental and paradigmatic: the problem of our knowledge of the external world. Although even very advanced artificial systems do not meet the demanding conditions which are required for humans to be a proper participant in a social interaction, we argue that not all human-machine interactions (HMIs) can appropriately be reduced to mere tool-use. By criticizing the far too demanding conditions of standard construals of intentional agency we suggest a minimal approach that ascribes minimal agency to some artificial systems resulting in the proposal of taking minimal joint actions as a case of a (...) social HMI. Analyzing such HMIs, we utilize Dennett’s stance epistemology, and argue that taking either an intentional stance or design stance can be misleading for several reasons, and instead propose to introduce a new stance that is able to capture social HMIs—the AI-stance. In the course of articulating this theme, Friedman has made extensive use of detailed historical information about their scientific and mathematical background to illuminate Kant’s texts. This article will continue Jose Medina's work on “resistant imaginations” by developing the concepts of “internal resistant imagination” and “external resistant imagination” through readings of Assata Shakur's and Mamphela Ramphele's autobiographies. By introducing the problem of location and its relation to race it will show that one's geographical location affects their location in relation to hegemonic imaginations. This in turn requires different strategies of resistance. Using Medina's work this article will argue that Shakur and Ramphele explore these two different avenues (...) for undoing harmful truths within racist and sexist hegemonic imaginaries. (shrink)

As scientific and engineering efforts become increasingly global in nature, the need to understand differences in perceptions of research ethics issues across countries and cultures is imperative. However, investigations into the connection between nationality and ethical decision-making in the sciences have largely generated mixed results. In Study 1 of this paper, a measure of biases and compensatory strategies that could influence ethical decisions was administered. Results from this study indicated that graduate students from the United States and international graduate students (...) studying in the US are prone to different biases. Based on these findings, recommendations are made for developing ethics education interventions to target these decision-making biases. In Study 2, we employed an ethics training intervention based on ethical sensemaking and used a well-established measure of ethical decision-making that more fully captures the content of ethical judgment. Similar to Study 1, the results obtained in this study suggest differences do exist between graduate students from the US and international graduate students in ethical decision-making prior to taking the research ethics training. However, similar effects were observed for both groups following the completion of the ethics training intervention. (shrink)

The Strange Situation procedure was developed by Ainsworth two decades agoas a means of assessing the security of infant-parent attachment. Users of the procedureclaim that it provides a way of determining whether the infant has developed species-appropriate adaptive behavior as a result of rearing in an evolutionary appropriate context, characterized by a sensitively responsive parent. Only when the parent behaves in the sensitive, species-appropriate fashion is the baby said to behave in the adaptive or secure fashion. Furthermore, when infants are (...) observed repeatedly in the Strange Situation,the pattern of behavior is said to be highly similar, and this pattern is said to predict the infants' future behavior in a diverse array of contexts. After an exhaustive review of the literature, it is shown that these popular claims are empirically unsupported in their strong form, and that the interpretations in terms of biological adaptationare misguided. There is little reliable evidence about the specific dimensions of parental behavior that affect Strange Situation behavior, although there does appear to be some relationship between these constructs. Temporal stability in security of attachment ishigh only when there is stability in family and caretaking circumstances. Likewise, patterns of Strange Situation behavior only have substantial predictive validity in similarly stable families. Implications for future research and theorizing — particularly as they relate to the use of evolutionary biology in psychological theory — are discussed. (shrink)

THE central idea of modern empiricism has been that, if there is to be such a thing as justification at all, empirical knowledge must be seen as resting on experiential "foundations." To claim that knowledge rests on foundations is to claim that there is a privileged class of beliefs the members of which are "intrinsically credible" or "directly evident" and which are able, therefore, to serve as ultimate terminating points for chains of justification. An important development in current epistemology has (...) been a revival of the debate between philosophers who favor this conception of knowledge and those who think that an adequate account of justification can be given in terms of "coherence." Thus Dummett, Pollock, and Quinton, in varying degrees, have based their recent defenses of traditional empiricist views on what they take to be the clear untenability of coherentist alternatives. Intended to introduce readers to the use of artificial neural networks in the study of music, this volume contains numerous case studies and research findings that address problems related to identifying scales, keys, classifying musical chords, and learning jazz chord progressions. A detailed analysis of networks is provided for each case study which together demonstrate that focusing on the internal structure of trained networks could yield important contributions to the field of music cognition.

In this paper we argue that the protocols of subjects recalling the names of their high school classmates, as well as an army of traditional memory phenomena, can be understood from an information processing analysis which interprets retrieval as a problem‐solving process. This characterization of retrieval focuses on the reconstructive and recursive nature of the process of remembering. Retrieval is viewed as a process in which some information about a target item is used to construct a description of the item (...) and this description is used in attempts to recover new fragments of information. A new description i s formed and the process continues recursively. Three subprocesses are identified: FIND A CONTEXT, in which a proper environment for conducting a search i s established: SEARCH, in which bits and pieces of information appropriate to the context are recovered until an adequate description can be formed within the search context; and VERIFY, in which recovery information is checked for consistency.From the perspective this characterization, we examine the protocols of subjects asked to think aloud while recalling the names of their classmates. Subjects' retrievals continued for a surprisingly long period and were characterized by the phenomena of overshoot, systematic hypothesizing, fabrications, establishment of search contexts, self‐corrections, and the use of a number of basic search strategies. The view of memory as a problem‐solving process not only leads us to the identification of these phenomena but also to a framework for a coherent interpretation for them. (shrink)

The United States has long been a model for accessible, affordable education, as exemplified by the country's public universities. And yet less than 60 percent of the students entering American universities today are graduating. Why is this happening, and what can be done? Crossing the Finish Line provides the most detailed exploration ever of college completion at America's public universities. This groundbreaking book sheds light on such serious issues as dropout rates linked to race, gender, and socioeconomic status. Probing graduation (...) rates at twenty-one flagship public universities and four statewide systems of public higher education, the authors focus on the progress of students in the entering class of 1999--from entry to graduation, transfer, or withdrawal. They examine the effects of parental education, family income, race and gender, high school grades, test scores, financial aid, and characteristics of universities attended. The conclusions are compelling: minority students and students from poor families have markedly lower graduation rates--and take longer to earn degrees--even when other variables are taken into account. Noting the strong performance of transfer students and the effects of financial constraints on student retention, the authors call for improved transfer and financial aid policies, and suggest ways of improving the sorting processes that match students to institutions. In this book, first published in 2004, William Dembski, Michael Ruse, and other prominent philosophers provide a comprehensive balanced overview of the debate concerning biological origins - a controversial dialectic since Darwin published The Origin of Species in 1859.
